The Sims 3: Island Paradise
Island Paradise is about giving the Sims paradise and experiencing it. It is vacation-themed, similarly to The Sims: Vacation, The Sims 2: Bon Voyage and the first expansion pack The Sims 3, World Adventures. It has a new world which is named Isla Paradiso, an archipelago with islands to explore.

Isla ParadisoIsland Paradise's new town is called Isla Paradiso. This new tropical world has vast seas with islands to explore and make your home. The setting provides for many new activities for Sims that involve thewater, like snorkeling, house boats, lifeguards, mermaids, resorts, and beach parties. The World features Uncharted Islands that Sims can unlock to find treasure chests and collectibles, and maybe even meet Mermaids. Sims will be ableto use poolside bars, sleep in bungalows and walk across hot coals at beach parties. The setting is there, and this is yet another Sims 3 World that will look great with the SeasonsExpansion Pack. EA didn't disappoint in making a beautiful island setting for us, and players who preorder the limited edition through Origin will get loads of extra content, such as the Island Survival pack that lets you dress yourSims as though they're surviving a shipwreck on a desert island. Beach activities have been expanded with more ways to have fun and relax in the sunshine, like building sandcastles with the kids, sunbathing on beach towels, splashing inthe ocean water, and riding in paddleboats.
Island Hopping: Getting AroundThe island setting of IP means boats were a necessity. All the major kinds of boats you'd expect to see are here: row boats, paddleboats, sailboats, and speedboats are all available to own andoperate. Judging by the looks of the island there will be more of these going around than there are cars. Sims on House Boats may even find the pizza delivery guy pulling up on a jet ski to bring their meal. Set sail on the ocean andsearch for secret coves and uncharted islands with buried treasure. You may even find a new and beautiful location to set up a new Resort.
Uncharted IslandsIsla Paradiso features 8 Uncharted Islands that have to be unlocked. One can be accessed simply by sailing up to it, but others require you to complete an objective of some sort. There is an opportunity chain you can get from resort desk clerks by asking for an adventure, making a five-star resort of your own, or finding a message in a bottle that unlocks an island instantly. Divers get great access to these, being able to unlock two Islands easily - one for them by going through a cave, and another through befriending a mermaid.
Bridgeport includes high rises and penthouse lofts, and is made of multiple islands connected by bridges. Sims are able to both drive and walk over these bridges.[44] Sims can also use a subway system, added in Late Night.[45][43]
Isla Paradiso is the new world that comes with the pack, loosely based on the Caribbean. "Isla" is Spanish for "island" and "Paradiso" is Italian for "paradise". The world has various types of islands that vary in size and are both inhabited and uncharted, which can be found and explored by Sims. There are also pre-made resorts that can be edited and managed by Sims.[88]
Island Paradise was announced during a live broadcast on January 8, 2013, where a full line up of upcoming expansion packs and stuff packs of the 2013 year were revealed. Several live broadcasts were later presented and each demonstrated new features, such houseboats, resort system, underwater diving and hidden islands.[89][90][91][92]
I am having this same problem. And it is definitely caused by the island paradise expansion. On my previous computer my sims 3 was working fine until I installed island paradise. Then the sims would start freezing. The background sound and visuals and even fairy sims' wings would keep moving but the sime, mouse and clock would freeze. This would happen every few seconds for at least a minute. I recently got a new computer and the same thing happened! I played first without island paradise and it didn't freeze but as soon as I installed it again it started happening.

The benefits to the houseboat were immediately apparent. Explore the new open world without needing to leave your home base. Paint new landscapes direct from the deck. Have your sims go swimming right from their back door. You can upgrade the houseboats with an autopilot, foghorn, and increase their maximum speed if you have the tinkering skills to do so.
New activities include driving these boats around the islands, snorkeling and more importantly, diving. When Sims drop below the water surface they start to use the new Scuba Diving skill, looking for shells which are a new collectible item, treasures, fish and other underwater goodies (and baddies). Look out for sharks, as being mauled underwater is a new way to die!
This next screen shows my Sim arriving on an uncharted island via water taxi! There is a trashcan and mailbox at the jetty area, suggesting that this place is ready to be converted into a lot for whatever purpose you choose!
